Le fameux bouclier fiscal, première mesure économique de Nicolas Sarkozy quand il fut élu, est-il quelque chose qui a relancé l'économie, qui a aidé les ménages modestes ou qui a enrichi les plus riches ?Didier Migaud, président de la commission des finances de l'Assemblée Nationale (et député socialiste) a tiré quelques conclusions sur la base d'un document du ministère des finances:
Au titre 2007, l' Etat a remboursé plus de 246 millions d'euros dans le cadre du mécanisme du "bouclier fiscal" à 15.066 contribuables (source: ministère du budget)
Les restitutions offertes aux 671 ménages disposant d'un patrimoine supérieur à 15,5 millions d'euros (soit 77 fois le patrimoine moyen de 195.000 euros, représentent 155,6 millions d'euros) représentent 66% du coût total du bouclier en 2007 (155,6 millions !!)
Les 10% des Français les plus aisés en termes de revenus bénéficient de 83% des remboursements liés au bouclier fiscal (Il s'agit de 2.242 Français disposant de revenus fiscaux supérieurs à 41.982 euros (...), le montant total des restitutions qui leur sont faites atteignant près de 190 millions d'euros )
En croisant ces deux critères, on trouve que parmi les 10% des ménages disposant des revenus les plus aisés, ceux dotés d'un patrimoine de plus de 15,53 millions d'euros bénéficieront d'une restitution moyenne de 233.850 euros Le bouclier fiscal ? Encore un bel exemple du modèle antisocial français
